California Non-resident Fingerprint Requirement

The California Department of Insurance has issued a notice regarding changes to its non-resident fingerprint requirement.

Beginning on March 1, 2010, the California Department of Insurance (CDI) will no longer require fingerprints from applicants who were previously fingerprinted as a condition of obtaining an insurance producer license in their resident state. The department made this change in an effort to move toward full reciprocity with other states in regards to non-resident licensing.

This exemption applies to individuals who currently hold a resident license in the following states: Alaska, Arizona, Connecticut, Florida, Georgia, Idaho, Louisiana, Montana, New Jersey, Nevada, Ohio, Oregon, Pennsylvania, Tennessee, Texas, Utah, and Washington. To qualify for the exemption, non-resident applicants must have been fingerprinted as a condition of obtaining their resident license in these states. Therefore, non-resident applicants who currently hold a resident license in these states but were never fingerprinted because they were licensed prior to the state implementing the fingerprint requirement will still need to be fingerprinted as a condition of obtaining a non-resident license in California.

The list of states to which the fingerprint exemption applies will be updated as additional states mandate the fingerprint requirement as a condition to obtain a resident insurance producer license. The CDI will issue subsequent notices when there are changes to this list.

South Dakota Resident Limited Lines License Renewals

South Dakota passed legislation effective July 1, 2009, requiring any resident producer holding a limited or restricted license to renew their license pursuant to SDCL 58-30-121. The Division of Insurance has distributed information explaining the process that will be used to convert the resident limited lines license into a resident producer license to allow for renewal.

The next renewal period opens March 1, 2010. The following changes to current resident limited lines licenses will occur:

Producers holding licenses as both resident producer and resident limited lines producer

  • Any current limited line qualification will be supported by the resident producer license.
  • Resident limited lines licenses will become inactive on the date the qualifications are moved into the resident producer license.
  • This change allows current resident producers to renew all qualifications under the resident producer license.

Producers currently licensed only as Resident Limited Lines licensees

  • The current license will convert into a Resident Producer license with the limited qualifications under that license.
  • The license number will remain the same.
  • The licensee will then see a new Resident Producer License with an expiration date of April 30, 2010.

Resident producer renewals open March 1, 2010 and remain open through April 30, 2010. Licensees will not be able to renew until March 1. Renewal notices are ONLY sent by email. Email addresses can be updated at the time of renewal or by going to www.sircon.com/southdakota and clicking on the link "Update your email address."

The Division of Insurance requires renewals to be completed electronically. If additional documents are needed to complete the renewal, they can be attached electronically when completing the renewal through Sircon. When renewing through Compliance Express, the licensee will also be able to print the new license for thirty days at no charge after the renewal is approved by the state.

Licenses not renewed by the April 30, 2010 deadline will be canceled.

Vermont 2010 License Renewals

Vermont appraiser, property and casualty adjuster, workers' compensation adjuster, surplus lines broker, and public adjuster licenses expire on a common expiration date of March 31 of the even year unless renewed prior to March 31, 2010.

Louisiana Online Resident License Application Services Expanded

Prometric, as part of its Louisiana online examination registration process, is expanding its offering of online application services to include claims adjuster, surplus lines broker, and public adjuster in addition to producer license applications. Following completion of pre-licensing education, a producer license applicant may go online to www.sircon.com/prometriclouisiana to submit a license application for any producer license qualification that will require an examination.

Within the twenty-four (24) hour period after submitting the license application, the application will be either moved to "Approved Pending Exam" status or placed or flagged for Louisiana to review. Applicants with "Approved Pending Exam" status may continue the examination registration process by scheduling the related licensing examination on Prometric's web site at www.prometric.com/louisiana/insurance.

If there is no "Approved Pending Exam" status after 48 hours, your application is being reviewed by the State. Contact the State of Louisiana at (225) 342-5900 or (225) 342-0895 with any questions.

Oklahoma Issues Emergency/Catastrophic Declaration

Oklahoma Insurance Commissioner Kim Holland has issued an emergency/catastrophic declaration in response to recent severe storms that caused widespread damage to the people and property of the State of Oklahoma. The dates of the storm are on or around December 23 through December 28, 2009.

Resident and non-resident emergency adjuster licenses may be applied for through Sircon's web site at www.sircon.com/oklahoma using the "Apply for a License" or, if you have a ProducerEDGE account, you may use the "ProducerEDGE" link. The emergency license remains in force for up to 90 days from the date of issue, unless extended for an additional 90 days by the Commissioner.

Vermont Offers Online Resident Individual Producer License Applications

The Vermont Department of Banking, Insurance, Securities & Health Care Administration (BISHCA) is now accepting online license applications through Sircon's Compliance Express Services for resident producer licenses. Applicants must have passed the related licensing examination. Following successful completion of the examination, the applicant must wait 48 hours before submitting the application electronically. BISHCA will issue the license once they are satisfied the applicant has met all licensing requirements.

Georgia Announces Important Changes to Resident Application Process

Effective January 1, 2010, the Georgia Insurance Department will implement the following changes:

  • The application process for a resident agent license will no longer require sponsorship by an insurer. Upon issuance of the agent license, the licensee must obtain a certificate of authority from each insurer they will represent. Note that applications for temporary licenses still require insurer sponsorship.
  • New resident applicants, excluding active licensees and individuals that apply for reinstatement within six (6) months of expiration date, will be required to submit electronic fingerprints. The applicant shall bear the cost for electronic fingerprinting. Details regarding the fingerprinting process can be found via the state website.
  • Resident agent applicants will be able to apply online using Sircon's Compliance Express services at www.sircon.com/georgia.

Louisiana Non-resident License Renewals

Recently there have been technical difficulties with Louisiana non-resident license renewals. Some Louisiana non-resident license renewals have been erroneously denied with the error: "There are no producer license renewals/continuations due at this time for the state of LOUISIANA"

Sircon has worked with the Louisiana Department of Insurance to confirm that any non-resident license renewals submitted since November 1, 2009 and denied for the reason above can be re-processed after the issue is resolved on December 18, 2009.

All Louisiana renewals submitted between now and December 18 will be processed starting on that date.

If your renewal shows this rejection reason, Sircon will automatically resubmit your request starting December 18. If you have requested and received a refund for any rejected requests, your renewal will NOT be resubmitted and you will need to submit your renewal directly to the state or re-enter your request through Sircon.

Louisiana has also confirmed that late fees will not be assessed for license renewals that are submitted electronically. During the transition to birth month renewals, Life/Health and Accident licenses are valid until April 30, 2010. At the time the renewal is processed, the new birth month expiration date will be assigned by Louisiana.

North Dakota Insurance Licensing Services

From Monday, December 7, 2009, until Monday, December 21, 2009, the State of North Dakota will undergo system conversion which will impact records on the Producer Data Base (PDB). As part of this activity, the State's PDB data will be reloaded. During the conversion period, the PDB will be current through December 8, 2009, and PDB updates will begin December 21, 2009.

Nonresident license applications and nonresident license renewals submitted after 3:00 PM EDT on Monday, December 7, 2009 will be held in "Awaiting Validation" status until processing resumes on Monday, December 21, 2009.

North Dakota nonresident license applications and renewals may not be submitted between Monday, December 7, 2009, 4:00 AM EDT and Monday, December 21, 2009, 9:00 AM EDT (est.)

Minnesota Lapsed Licenses

If you are an individual insurance producer and you were scheduled to renew your license in 2009, you may reinstate it online between now and October 31, 2010, by paying twice the unpaid renewal fee. The license reinstatement request will be immediately considered and either renewed or placed on hold for review by the state.

Please note: Appointments are not reactivated when a license is reinstated.

The following groups of lapsed licensees may submit a reinstatement request:

  • All non-resident individual insurance producers
  • Resident individual insurance producers who have met the continuing education requirements

Resident individual insurance producers who have met the continuing education (CE) requirements but are unable to submit a reinstatement online because the system still lists their CE compliance as pending should review their CE transcript and contact the provider of any course that does not appear there. The provider will need to upload the associated course roster. Once the roster upload has been processed by the system, the producer will be able to submit the reinstatement.

If you are an insurance producer and you were scheduled to renew your license in 2008 or earlier, you must submit a new license application and satisfy all of the licensing requirements of a first-time licensee.

Florida New License Applications - UPDATE

The Florida Department of Insurance has adjusted the number of potential processing days involved for new license applications submitted after September 21, 2009, from 20 days to up to 15 days. The delay in processing time is due to system changes.

Please allow the full 15 days before contacting Sircon or the Florida Department of Insurance for status review. Calling prior to that date will not expedite the processing of your application.

Mississippi Insurance Licensing Services

At the end of October, the State of Mississippi will undergo data maintenance as it implements the Producer Licensing Model Act relative to license types and lines of authority. Information on the changes, which impact producer initial licenses, producer license renewals, and continuing education, may be found in two documents on the Mississippi web site:

Mississippi services through Compliance Express will be impacted as follows:

  • Non-Resident license applications, renewals and reinstatements unavailable October 23 - November 13 (AM)
  • Resident License Applications, renewals and reinstatements unavailable October 23 - November 3 (AM)
  • Other Mississippi services unavailable October 27 - November 3 (AM)

Wisconsin Variable Life/Variable Annuity Line of Authority

On September 1, the Variable Life/Variable Annuity line of authority was added to the individual Producer license.

Electronic applications, appointments, and the PDB currently state 'Variable Life' as the available line of authority. This will be updated on October 23, 2009 to state the complete title for this qualification, 'Variable Life/Variable Annuity'. In the interim, please consider the title 'Variable Life' to represent 'Variable Life/Variable Annuity' for Wisconsin.

Minnesota 2009 License Renewals: Important Announcement for Insurance Producers Regarding Lines of Authority and the License Renewal Period

All lines of authority expire when your Minnesota license expires. If you added a line of authority in July 2009, for example, and your license expires on October 31, 2009, then your new line of authority will also expire on October 31, 2009.

A further complication can arise when a line of authority is added either during the license renewal period or in the weeks leading up to it. When you log on to the Sircon system to renew your license, the record that you see reflects the state of your license as it was when the renewal records were generated in early August. If you added a line of authority after your renewal record was generated, it will still expire on October 31, but it will not appear on the record that you see when you go to renew your license. If you encounter this situation, please call the Minnesota Department of Commerce Licensing Division at 651-296-6319.

This problem can be avoided if a new line of authority is added after the license is renewed. In other words, if you want to renew your license and add a new line of authority, renew your license first (which extends its effective date until October 31, 2011), and then add the new line of authority. The new line will then be effective until October 31, 2011

Minnesota 2009 License Renewals: Special Notice for Producers Who Hold Only Limited Lines of Authority

If you only hold one or more limited lines of authority and want to add a major line of authority before November 1, 2009, you must renew your limited line(s) first, or you will be required to comply with CE requirements for the new major line by the October 31, 2009, renewal deadline.

Arkansas Nonresident Broker License Applications

Effective July 31, 2009, the Arkansas Department of Insurance will discontinue accepting Non-Resident Broker license applications electronically. The Department anticipates converting Broker and Agent licenses to the Producer license by the end of the year. In the interim, Broker applicants may apply electronically by submitting a Producer Agent license application.

Georgia Announces Change in Continuing Education Requirements

Effective August 5, 2009, the following continuing education regulations will be implemented in Georgia:

  • The retake provision for continuing education courses has been changed from five (5) years to two (2) years. Ethics courses remain exempt from the retake provision.
  • Licensees who have achieved the designation of Certified Insurance Representative (CISR) or Certified Risk Manager (CRM) are required to complete six (6) hours of continuing education annually, with a minimum three (3) hours of their continuing education requirement to be completed in the subject area of Ethics.
  • Agents licensed in the property and casualty line of authority that will be selling through the National Flood Insurance Program (NFIP) must complete a one time three (3) hour course related to the NFIP. This course will count towards the agent's annual continuing education requirement and can be used to satisfy the annual Ethics requirement.

Colorado Division of Insurance Announces Online Licensing Printing Service

The Colorado Division of Insurance has announced that licensed insurance producers will have the option to print a license certificate online beginning August 1, 2009. The following individual and business entity license types will be able to print a license certificate online:

  • Resident and Nonresident Producer
  • Resident and Nonresident Reinsurance Intermediary
  • Resident Bail Bonding Agent (Individual only)
  • Resident and Nonresident Public Adjuster

This service will be FREE to all licensees through August 31, 2009. Licensees will be able to access the license printing service at www.sircon.com/colorado, selecting "Print a License" from the menu.

Beginning September 1, 2009, new licensees and producers renewing licenses will have the option to print license certificates at no charge during the first 30 days after initial issuance or renewal. After the 30 day period, a $5.00 Sircon service fee will be charged. License certificates may also be printed independent of license issuance or renewal for a $5.00 Sircon service fee.

Virginia Expands List of License Types Available for Online License Application

The following Virginia license applications may now be submitted quickly and easily online through Sircon's Compliance Express:

  • Non-resident Business Entities: Producer
  • Non-Resident Business Entities: Surplus Lines Broker

Mississippi License Reinstatements - More License Types Available Online

Through Sircon's website, insurance producers may electronically reinstate licenses that have an expiration date less one year from the current date by paying a license reinstatement fee of 50% of the license fee in addition to the license renewal fee. The license may be reinstated to the first day of the month of the reinstatement.

Please note: Appointments are not reactivated when a license is reinstated.

Previously reinstatement services were available for:

  • Life, Accident and Health insurance agent licensees
  • Property and Casualty insurance agent licensees
  • Resident individual insurance licensees who have met the continuing education (CE) requirements

Reinstatement services are now available for the following for both resident and nonresident licensees:

  • Business Entity Life, Accident and Health
  • Business Entity Property and Casualty
  • Business Entity Adjuster
  • Individual Independent Adjuster

License Renewal Attachments

Through the license renewal service available through Sircon, license renewal attachments may be electronically submitted with license renewal applications for the following states:

New Hampshire Adjuster Retaliatory Licensing Fees Adjustment

Effective July 1, 2009 New Hampshire has changed the Non-Resident Initial and Non-Resident Renewal Adjuster retaliatory fee for:

  • New York residents - increased to $150
  • California residents - decreased to $227

South Carolina Department of Insurance Announces Mandatory Online Producer Renewal Process

Effective June 2, 2009, South Carolina law requires all individual resident and nonresident producers licensed in South Carolina (except those producers with travel/baggage authority only) to renew their license biennially and pay a $25 renewal fee. The Department has been given authority by the General Appropriations Act for Fiscal Year 2009-2010, to immediately implement the $25 renewal license fee so that it may timely implement the provisions of the South Carolina producer licensing law. Therefore, all producers licensed by June 2, 2009, are required to renew their license by completing an online renewal application and paying the $25 renewal fee. Paper renewal applications will not be accepted or processed by the Department.

The producer renewal period begins July 1, 2009, and ends November 1, 2010.

  • Beginning July 1, 2009, renewals may be processed via the South Carolina Department of Insurance (SCDOI) website at www.doi.sc.gov and clicking on SCDOI Online Services.
  • Beginning August 15, 2009, renewals may be processed via Sircon's Compliance Express.

The licenses of all producers who have not renewed by November 1, 2010, will automatically be cancelled on November 2, 2010.

Producers who do not renew by November 1, 2010, will be required to reapply. Resident producers must retake and pass the South Carolina producer licensing examination and pay a $25 license fee; nonresident producers will have to reapply and pay the $25 license fee.

Effective January 1, 2011, producer license renewals will be processed by birth month and birth year as will continuing education compliance. Details of the birth month and birth year renewal process will be placed on the Department's website at a later date.

NOTE: The renewal fee does not take the place of the Continuing Education recordkeeping fee that must be paid by May 1, 2010.

North Dakota Fee Increase

The North Dakota Insurance Department is increasing license and renewal fees for the following license types effective July 1, 2009:

  • Consultant's license - will increase from $10 to $100
  • Consultant's license annual renewal - will increase from $10 to $25
  • Surplus lines broker's license - will increase from $10 to $100
  • Surplus lines broker's license annual renewal - will increase from $10 to $25

Minnesota Announces New Exam Vendor

Effective July 1, 2009, all individual insurance licensing examinations will be administered by PSI Services, LLC. Minnesota license examinations scheduled through June 30, 2009, will be administered by Pearson VUE, Inc.

New Jersey Announces a New Producer and Adjuster License Testing Vendor and Producer Continuing Education Credit Banking Vendor

The New Jersey Department of Banking and Insurance has announced that their long-standing contract with Pearson VUE will expire on June 30, 2009. Department representatives are working with their new vendor, PSI Services, LLC, to engineer a seamless transition with no anticipated disruption in services. PSI will begin accepting reservations on or about June 16, 2009.

License exams: License examinations to be completed prior to June 30, 2009, may be scheduled through Pearson VUE. Candidates who anticipate an examination date after June 30, 2009, should periodically check the state 0Hwebsite for updated information relating to the new contract vendor.

Continuing education: Approved insurance education providers will be contacted individually concerning the transition. Continuing education course approvals should not be delayed because of the transition. Continuing education credit banking should be completed as soon as possible following course completion.

Nevada License Application and Renewal Fee Increase Effective May 29, 2009

Effective May 29, 2009, an additional assessment of $60.00 is now added to each new Nevada license application and license renewal, and will be applied to the Division's Insurance Administration and Enforcement Account. This fee and the Insurance Administration and Enforcement Account were created by the Legislature as a result of Senate Bill 426 which was signed by the Governor on May 29, 2009. This additional assessment is separate from and in addition to any business entity affiliation fee indicated in a license application or license renewal, or the fee to add an additional line of authority. Please refer to the Division's Web site at www.doi.state.nv.us or the Nevada Legislature's Web site at www.leg.state.nv.us to review Senate Bill 426 and the complete list of license types affected by the new law.

California Announces Availability of Online License Printing Beginning July 1, 2009

The California Department of Insurance (CDI) has announced that, in keeping with Commissioner Poizner's strategic initiative to have 100 percent paperless interaction with agents, brokers and insurers by 2010, it will no longer print and mail hard copies of its licenses beginning July 1, 2009. Instead, individuals and business entities will receive an email with instructions and a website link to download their license from the CDI's website.

It will be very important for individuals and business entities to provide CDI with a current and valid email address so that they will be able to receive the email notification. Step-by-step instructions are included in CDI's notice at http://www.insurance.ca.gov/. (The email address is also included with electronic license application and renewal transactions submitted through Sircon's Compliance Express.)

The license, which will be in the PDF format, will be encrypted to prevent any edits being made. As a PDF attachment, the license may also be emailed to others such as employers, potential employers, insurers, insurance agencies and managing general agents.

Please note that Section 1725 of the California Insurance Code, which requires Fire and Casualty Broker-Agents to prominently display the license in their office will still apply.

Mississippi Enacts Producer Licensing Uniformity Act

On March 26, 2009, Governor Haley Barbour signed into law HB 777, implementing the Producer Licensing Uniformity Act. All changes are effective November 1, 2009.

Bulletin 2009-2, released by the Mississippi Insurance Department, outlines the bill's impact on lines of authority, establishment of a new license period, prelicensing and continuing education, and fees. The bulletin may be viewed at http://www.mid.state.ms.us/bulletins/20092bul.pdf.

Louisiana Life, Health and Accident License Renewal Information Clarification

Previously this week we issued a notification announcing that the Louisiana Department of Insurance would be converting the renewal dates for all producer licenses to birth month renewal dates. Producers who hold a Life, Health and Accident license type began the conversion process April 1, 2009.

Life, Health and Accident resident and non-resident license renewals may be submitted online through the Department's web site.

  • Currently, renewals may be submitted for those whose birth month is May (Nonresident renewals may be submitted through Sircon beginning June 1, 2009)
  • Beginning May 1, 2009, renewals may be submitted for those whose birth month is June, and so forth until the Life, Health and Accident Renewal conversion is completed.

A birth month renewal chart is accessible at http://www.ldi.state.la.us/Producers/BirthMonthRenewals.htm that further clarifies the transition process. Please note that any individual license renewal may be submitted (a) online or (b) through the mail, using printed forms.

Property and Casualty license renewals continue to be available for electronic submission via Sircon and the Department's website through April 30, 2009. (Property and Casualty license types will begin their conversion to birth month renewals in April 2010.)

Renewal procedures for firms have not changed. Paper renewals for firms will be mailed November 1, 2009, due by January 1, 2010, to avoid the $50 late fee.

Louisiana Birth Month Renewals

The Louisiana Insurance Department recently announced it will begin converting to birth month renewals for individual producer licensees beginning with licenses that are due to expire on April 30, 2010. Licenses will renew as before based on license type with Life, Accident and Health renewing on the even year and Property and Casualty on the odd year but the renewal will now fall on the last day of the licensee’s birth month.

The Department will begin the implementation with licensed individuals who hold a life, health and accident type license and whose birth month is in May. The renewal process will open for these individuals starting April 1, 2009, and will remain open until May 30, 2009. Please note that at that time, only those individuals whose birth month is in May will have the expiration date revised. Once the renewal application has been processed and approved, the license will be renewed through May 30, 2012.

Each subsequent month, the Department will add the next birth month to the process until all licenses have been renewed. Each subsequent month, those individuals whose birth month is in that month will have their expiration date revised. For Example: On May 1, 2009, the Department will open the renewal process to all licensees whose birth month is June, and on June 1, 2009, the renewal process will be opened to all licensees with a birth month in July and so forth.

Each licensee is required to pay the standard $50.00 renewal fee. However, because of the overlap or extension of licensees based on the month of birth, licensees may receive an invoice for additional charges or a credit for overpayment in the next renewal period. If the licensee holds a property and casualty type license in addition to the life, health and accident license, the credit will be applied to the next renewal of the property and casualty license. If the license is not renewed by the last day of the birth month of the licensee, a $50.00 late fee will be assessed.

Because of the early renewal of some life, health and accident type licenses, the continuing education requirement has been reduced to 8 hours for this life, health and accident renewal.

The Department will notify each producer of the impending license expiration by both standard and electronic mail. As the time for renewals of property and casualty type licenses draws closer, the Department will notify each producer in the same way as the life, accident and health producers were notified.

The renewal of licenses issued to business entities and the expiration of all company appointments will be unaffected by this change.

Online renewals may be processed on the Louisiana Insurance Department website for residents, and nonresident renewals may be processed through Sircon’s Compliance Express.

New Hampshire License Printing

Effective April 1, 2009, the New Hampshire Insurance Department will no longer print and mail paper licenses. For information on how to obtain a paper license and/or view continuing education transcripts without charge, visit the state website at www.nh.gov/insurance.

Please wait 24 hours after the transaction is approved by the department to print, as that time is needed to populate the data. Changes to address, line of authority, name, expiration date, etc. will also be reflected within 24 hours.

Print Your Nevada License Online

The ability to print Nevada licenses online is now available. To print a license online, select "Print a license" in the left-hand column of this page. A state fee of $10.00 for printing a license applies.

There is no Sircon service fee for up to 30 days after license approval and renewal for license applications and license renewals completed through Compliance Express. Duplicate license copies can be printed at any other time for the state fee and a Sircon service fee.

Utah License Reinstatements Now Available Online

Insurance licensees may now electronically reinstate licenses that have an expiration date of up to one year from the inactivation date. The license reinstatement request will be immediately considered and either renewed or placed on hold for review by the state.

Please note: Appointments and associations are not reactivated when a license is reinstated; all appointments and associations must be re-established.

The following groups of lapsed licensees may submit a reinstatement request:

  • All insurance licensees.
  • Note: Resident individual insurance licensees must have met the continuing education (CE) requirements.

The electronic reinstatement may be submitted online using Sircon's web site.

Resident individual insurance producers who have met the CE requirements but are unable to submit a reinstatement online because the system still lists their CE compliance as pending should review their CE transcript and contact the provider of any course that does not appear there. The provider will need to upload the associated course roster. Once the roster upload has been processed by the system, the producer will be able to submit the reinstatement application.

If you are an insurance licensee and your license expired more than one year ago, you must submit a new license application and satisfy all of the licensing requirements of a first-time licensee.

Print Your Vermont License Online

The ability to print Vermont licenses online is now available. To print a license online, select "More Services" above followed by Print a license". This service is free for up to 30 days after license approval and renewal for license applications and license renewals completed through this web site. Duplicate license copies can be printed at any other time for a service fee of $5.00.

The Department will no longer be sending out paper licenses for licenses. A licensee can confirm that their license status by going to the Department's licensing web page at www.vermontinsuranceagent.info and clicking on Check the Status of a License. Licensees can print a copy of the license information for his/her records.

NOTE: The Department does NOT require a licensee to possess a paper copy of their license.

Texas Issues Bulletin Regarding the Marketing of Medicare Advantage Plans

The Texas Commissioner of Insurance reminds all companies that market Medicare Advantage Plans, Medicare Advantage Prescription Drug Plans, and Medicare Part D Plans that they should only use agents who have been licensed under state law to sell these plans. This requirement applies to any individual that performs marketing on behalf of an organization, whether as an employee or under contract directly or downstream. The Department has specified the following two license types as the only license types available under state law for the marketing of Medicare plans:

  1. A current permanent general life, accident, and health insurance agent license
  2. A current permanent general property and casualty insurance agent license, if the agent is acting for a property and casualty insurer authorized to sell Medicare plans in Texas

Nevada Resident License Applications

As a resource for submitting fingerprints to accompany Nevada resident license applications, LiveScan Digital Fingerprinting services are available through Pearson VUE, the Insurance Division's testing vendor. The LiveScan fee is $40.25 plus the vendor's $15 processing fee. Pearson VUE will electronically submit the prints to the FBI on behalf of the Division. Individuals may still submit hard copy fingerprint cards, however they are subject to the FBI manual hard copy submission fee plus the vendor's processing fee.

New Electronic Services Opening Through Compliance Express

On October 31, several new services will open for electronic submission through Sircon, which will enable insurers and applicants to submit their information to the states more efficiently and easily:

  • Michigan – Non-Resident Individual Producer License Applications for major and limited lines and for Surplus Lines
  • Virginia – Resident Individual Consultant License Application

Rhode Island - Per the Rhode Island Insurance Bulletin 2007-8

" ... All insurance producers 'doing business under any name other than the insurance producer's legal name' are required to notify the Department prior to use of the 'assumed name'. The Department considers any name that is communicated to a customer to be an 'assumed name' under which the producer is doing business.' All producers must assure that the name of their employer is disclosed on the application field with the Department (line 18 for initial application; line 12 for renewal application). In addition, producers should assure that any other 'assumed name' is disclosed on the application filed with the Department (line 35 of the initial application). Any change of employer or assumed name should be reported by contacting the insurance division."
