New Utah Rule Impacts Individual and Agency Licensing
Utah Administrative Code (UAC) Rule R590-244, Individual and Agency Licensing Requirements, completed the rulemaking process and became effective on July 1, 2009. This Rule replaces three rules that were repealed:
The new Rule can be viewed at http://www.insurance.utah.gov/legalresources/currentrules.html on the department's website.
Utah License Reinstatements Now Available Online
Insurance licensees may now electronically reinstate licenses that have an expiration date of up to one year from the inactivation date. The license reinstatement request will be immediately considered and either renewed or placed on hold for review by the state.
Please note: Appointments and associations are not reactivated when a license is reinstated; all appointments and associations must be re-established.
The following groups of lapsed licensees may submit a reinstatement request:
To submit for immediate electronic reinstatement, click on 'Renew or Reinstate Your License' in the left-hand column.
Resident individual insurance producers who have met the CE requirements but are unable to submit a reinstatement online because the system still lists their CE compliance as pending should review their CE transcript and contact the provider of any course that does not appear there. The provider will need to upload the associated course roster. Once the roster upload has been processed by the system, the producer will be able to submit the reinstatement application.
If you are an insurance licensee and your license expired more than one year ago, you must submit a new license application and satisfy all of the licensing requirements of a first-time licensee. To do so, click on 'Apply for a License' in the left-hand column.
Utah Opens Additional Electronic License Application Services

To apply for any of these licenses, click on 'Apply for a License' in the left-hand column.

Utah Resident License Applications
Effective November 30, 2007, the Utah Insurance Department began requiring all individuals applying for a resident insurance license to be fingerprinted. Fingerprinting must be done at a Prometric test center, using "live scan" technology, which digitally captures and transmits the fingerprints to the Utah Department of Public Safety, Bureau of Criminal Identification (BCI), for a criminal history background check. Effective May 16, 2008, the digital fingerprints are also forwarded electronically to the Federal Bureau of Investigation (FBI). Fingerprinting is not required for resident licensees adding a line of authority to an existing license; only for first-time licensees.
For license types that require examination (Resident Consultant, Resident Producer, Resident Independent or Public Adjuster) the process is as follows:
If the applicant passes the examination and leaves the test center, they must schedule an appointment to return to the test center to have their fingerprints taken. They must present the Sircon application confirmation page when they return to have their fingerprints taken.
For license types that do not require examination (Bail Bond, Resident Limited Lines Producer, Resident Customer Service Representative) the process is as follows:
Additional information is available at the insurance department's Web site at www.insurance.utah.gov/LicensingProc.html or the Prometric site at www.prometric/utah/insurance.
